  1. Open Settings on your iPhone and tap your name
  2. Tap Subscriptions
  3. Tap Apple News+
  4. Tap Cancel Subscription and confirm

Apple News+ is billed by Apple rather than by Apple News+ directly. That means cancelling inside the app does nothing at all. Open iOS Settings, tap your name, then Subscriptions, and cancel it there. The same applies on a Mac under System Settings.
